It had a lot of potential at first but alas the story went nowhere and became very predictable. That being said, this is not inherently the fault of the setting but the fault of SEGA's writers not being able to do something interesting with it (like Persona or Trails of Cold Steel and Tokyo Xanadu did).
I really liked the way you were able to initiate social link/bonding event esque scenes while selecting a specific area of the school campus, effectively getting to know your troops on a deeper level than was the case with its predecessor. Those 'social links' culminating in a mission very specific to each character was also a really nice feature (despite the sillyness of some missions). Overall I became really attached to quite some of the characters even though they were merely side characters.
In contrast to that most of your troops in VC1 were basically blank slates with a short character description/biography.Don't get me wrong, VC1 is the better game, there's no denial, but VC2 was not as bad as some people say it is (in some areas I even enjoyed it more than VC1). I'll glady take another military academy setting for the next VC game with some of VC2's social sim features if SEGA's writers improve upon the quality of the script. That being said I'm actually a sucker for school settings in general, so it's a rather biased point of view. Still, a school setting does not reflect whether a game is bad or not, it's merely a preference. It's all about what the writers do with the setting.
